본 연구는 2000년 이후 한국 사회의 저출산 관련 논의의 내용적 구조를 살펴보고 시기적으로어떤 변화를 보였는지 실증적으로 검토하였다. 이를 통하여 저출산에 대한 본격적 논의가 시작된이후 한국 사회의 저출산 정책이 가시적인 성과를 거두지 못한 이유가 무엇인지 검토하고 향후관련 정책의 방향성을 타진하는 것을 목적으로 하였다. 이를 위해 본 연구는 지난 18년간 저출산을다룬 기사문 약 7만 건을 수집하여 토픽 모델링을 실시하고 추출된 토픽의 시기적 변화를 살펴보았다. 분석 결과 저출산과 관련된 논의는 크게 “위기”, “대응”, “적응”으로 분류될 수 있었으며, 시기적으로 그 중요도가 변하는 양상을 관찰할 수 있었다. 실증 관찰 결과를 바탕으로 한국 저출산 정책이가시적 효과를 거두기 힘들었던 원인을 고찰하였다. 우선, 저출산에 대한 대응이 거시적인 사회경제 문화적 요인들을 포섭하는 정책적 노력으로 이어져야 함을 지적하였다. 또한 인구 구조에대한 정부 주도식 관리주의 논리를 재검토할 필요성을 제기하였다. 끝으로, 저출산 사회가 가져올수 있는 변화에 적응하기 위한 체계적인 연구과 정책 전략 마련이 필요함을 결론에서 논의하였다.
This study analyzes the discourse pattern related to South Korea’s birth-rate decline issue, and the topics that have emerged and their evolution over time since year 2000. The study explores the underlying causes behind policy failure in regards to fertility policy. Text mining and topic modeling methods are used to extract key topics based on 70,000 articles extracted from on-line newspapers. Three key words have emerged, which include “crisis,” “reaction,” and “adaptation.” The longitudinal patterns of the key words’ appearance frequency by year show a steady increase of the “adaptation” related topics whereas the “reaction” topics showed a decreasing pattern. Policy directions are inferred based on the research findings. Measures regarding the low birth rate need to encompass a broader range of issues regarding social, economic, and cultural aspects that affect individuals’ childbirth decision.
Moreover, there is a strong need to critically reconsider the existing instrumentalist approach led by the Korean government. More expansive research is required to broaden our perspective on policy alternatives to address the declining birthrate.
