How is the excavation of welfare blind spots involving residents?

본 연구의 목적은 주민이 참여하는 복지사각지대 발굴활동 양상을 파악하는 것이다. 포커스그룹 인터뷰를 통하여 자료를 수집하였으며, 개방코딩과 축코딩을 통하여 내용분석하였다. 중심현상은 ‘어려운 이웃을 찾고 살피는 구체적인 활동전개’로 분석되었으며, ‘각양각색 느슨한 모습으로 만들어진 인적자원망’이 인과적 조건, ‘인적자원망에 대한 복잡한 이해’가 맥락적 조건으로 파악되었다. 중재적 조건은 ‘인적자원망의 실효성과 지속가능성 확보’, 작용/상호작용 전략은 ‘적극적인 주민의 역량강화 지원’, 결과는 ‘주민의 지역복지활동 토대형성’으로 도출되었다. 연구결과를 토대로 주민이 참여하는 복지사각지대 발굴활동의 의의와 한계, 인적자원망 운영 활성화방안을 논의하였다.
The purpose of this study is to identify the patterns of excavation activities for the blind spots in which residents participate. Data were collected through focus group interviews, and contents were analyzed through open coding and axis coding. The central phenomenon was analyzed as ‘activities to find and to care neighbors’, and ‘human resource network made of various shapes’ was identified as the contextual condition for causal condition and ‘complex understanding of human resource network’. The intervening conditions were derived from ‘Ensuring the Effectiveness and Sustainability of Human Resource Networks’, the Action / Interaction Strategy was’ Supporting Active Residents‘ Capacity Building,’ and result could be summarized as ‘The Foundation of Community Welfare Activities.’ Based on the results of the study, the significance and limitations of the excavation activities in the Welfare Slope Zone, in which residents participate, were discussed.
