A Study on University’s Roles in Collective Impact Approach to Solve Community Problems

본 연구는 지역사회 문제해결을 위한 콜렉티브 임팩트 접근의 참여주체로서 대학의 잠재적 역량과 역할을 파악하고, 향후 이러한 콜렉티브 임팩트 접근을 통한 문제해결 과정에 대학 참여를 증진 시키는 방안을 탐색하고자 하였다. 이를 위해 먼저 문제해결형 네트워크 유형의 특성과 사례를 검토하고, 문제해결형 네트워크 유형 중 가장 핵심으로 부상하고 있는 콜렉티브 임팩트 접근의 개념과 구성요소, 그리고 타 접근과의 차별적인 특성과 강조점을 살펴보았다. 콜렉티브 임팩트 접근에서 대학의 역할 가능성을 논의하기 위해, 대학이 지역사회와 맺어온 네트워크 방식과 변화과정을 고찰하고 이를 기반으로 콜렉티브 임팩트 접근의 주요 행위자로서 대학의 실제 역할과 향후 역할 가능성을 분석하였다. 대학은 콜렉티브 임팩트 접근에서 참여 조직, 중추 조직, 중추조직의 중추조직 역할을 수행 해 왔으며 각각의 역할수행은 의의와 한계를 갖는 것으로 나타났다. 한계를 극복하고 향후 대학이 지역사회 문제해결을 위한 콜렉티브 임팩트 접근에서의 바람직한 역할수행을 위해 필요한 제도적, 실천적 노력을 제안함으로써 논의를 마무리하였다.
The study aimed to explore university’s potential capabilities and roles in the problem-solving process through a collective impact approach; and then, discuss ways to increase university’s participation in the approach. To this end, characteristics and examples of problem-solving network were examined, and then, concepts, components, and distinctive features of other approaches were discussed. To discuss the part to be played by the university as an actor in collective impact approach formed to address community problems, networks between university and community were reviewed. Then, the process of network change were reviewed. Based on the understanding, the roles of the university in engaging problem-solving networks using the collective impact approach were identified. It was found that the university can act as a “participating” organization, a “backbone” organization, or the “backbone of a backbone.” Based on the findings and their implications, the university’s limitations as a collective impact actor were defined along with potential means of overcoming them. Finally, recommendations were formed for both practical and policy-based efforts to enable the university to fulfill its problem-solving role in the community by engaging in collective impact approach.
