장애인자립생활주택에서의 탈시설 발달장애인 자립이념 실천에 관한 제도적 문화기술지: A장애인자립생활센터 활동지원사를 중심으로

최근 탈시설법이 발의되면서 탈시설에 대한 사회적 관심이 높아지고 있지만, 유독 중증 발달장애인의 자립생활에 대해서는 부정적인 인식이 존재하는 것이 현 실정이다. 이에 따라 본 연구에서는 탈시설 발달장애인을 둘러싼 실천현장의 그림을 있는 그대로 담아보며, 장애당사자의 자립생활에 있어 강조되는 ‘주체적 선택권’이라는 자립이념이 제도적으로 조직화된 실천현장에서 어떻게 구현되고 있는지 살펴보고자 했다. 이를 위해 연구책임자는 탈시설 발달장애인 2인의 생활밀착형 지원을 통한 참여관찰을 선행하며 필드노트를 작성하였고, 이후에 진행한 A장애인자립센터의 직원 7인 심층인터뷰 자료와 직원 1인의 슈퍼비전 기록을 분석에 사용하였다. 분석 결과, 제도적으로 조직화된 현장인 자립생활주택에서는 탈시설 발달장애인 지원을 둘러싸고 ‘활동지원사의 직무, 조직적 위계 및 지자체 요구, 당사자의 가족’이 제도적 텍스트와 영향을 주고받으며 자립이념을 온전히 구현하는 데 어려움을 겪게 했다. 하지만, 자립생활주택에서 활동지원사의 일에는 다양한 제도적 텍스트가 제약 요소로 작용함에도, 자립생활센터 직원들은 탈시설 발달장애인의 ‘주체적 선택’을 지원하기 위해 교육과 소통 전략으로 일을 재조정하려는 모습을 보였다. 따라서, 탈시설 발달장애인이 온전한 자립생활을 보장받기 위해, 탈시설 발달장애인 전문 활동지원사 육성 및 행정업무 처리를 위한 추가 시간 급여, 발달장애인 의사결정에 대한 깊이 있는 토론의 장 마련, ‘가족’의 체계가 굴레가 될 수 있는 상황에 대한 제도 수정과 지원시스템의 정비를 제안한다.
With the recent proposal of the Deinstitutionalization Act, social interest in deinstitutionalization has been increasing. But there are negative perceptions of the independent living(IL) of people with severe developmental disabilities(DD). Accordingly, this study attempted to depict the actual picture of the IL support within IL housing for deinstitutionalized people with DD, and especially to explore how the IL ideology of ‘subjective choice’ was implemented between organization and staff work process. For this, the research manager closely supported two deinstitutionalized people with DD, and wrote fieldnotes while doing fieldwork at first. These fieldnotes, supervision records of 1 fieldwork supervisor, and in-depth interview data of 7 workers of A IL center were used for analysis. The analysis of result is as follows. PAS assistant’s duties, organizational hierarchies, local governments’ guidelines, and original families’ demands served as constraints not to fully implement the IL ideology with regard to institutional texts. However, IL workers showed a tendency to readjust their work with education and communication strategies to support the ‘subjective choice’ of the deinstitutionalized people with DD. In order to ensure the right to IL, this study suggests to foster professional PAS assistant for deinstitutionalized people with DD by training and additional incentives, to discuss deeper on self-determination of people with DD, and to revise and reorganize the IL support systems that are negatively affected by the ‘family’ system.
