정신장애인의 주거지원서비스에 대한 다차원적 욕구: 초기성년기와 후기성년기간 연령대별 차이를 중심으로

CRPD 이념을 반영한 정신장애인서비스가 궁극적으로 추구하는 것은 정신장애인의 지역사회 독립생활을 통한 사회통합 구현이고, 이를 위해서는 생애주기 욕구에 부합하는 다양한 주거지원서비스 구축이 전제되어야 한다. 지속가능한 주거지원서비스 구축을 위해서는 주거지원서비스에 대한 당사자의 다차원적 욕구 파악이 선행되어야 한다. 본 연구의 목적은 정신재활시설 정신장애인 당사자들의 주거지원서비스 중요도와 실행도를 파악하고, 이를 토대로 주거지원서비스에 대한 미충족 욕구를 초기성년기와 후기성년기의 연령대별로 비교 분석하는 것이다. 이를 위해 정신재활시설 이용자 607명을 대상으로 수집된 데이터를 분석하였다. 총 12개 주거지원서비스 세부항목들에 대해 서비스의 중요도와 실행도 차이를 중요도-실행도 분석(Importance-Performance Analysis)을 활용하여 분석하고, 서비스 우선순위를 초기성년기인 45세 미만 집단과 후기성년기인 45세 이상 집단 간 비교분석하였다. 주요 연구결과는 다음과 같다. 첫째, 정신장애인의 전반적인 주거지원서비스 중요도는 실행도보다 높아 당사자의 주거서비스에 대한 미충족 욕구가 큰 것으로 확인되었다.？둘째, 주거지원서비스 분야의 미충족 욕구는 45세 미만 집단보다 이상 집단에서 더 큰 것으로 나타났고, 연령대별 미총족 욕구 차이가 가장 큰 영역은 공공임대주택 기회보장과 주택수리개조 비용지원 영역으로 확인되었다. 셋째, 이용자 중심의 주거지원서비스 요구도를 IPA를 활용한 결과, 중요도가 높고 실행도가 낮아 집중적인 노력이 필요한 영역은 45세 미만 집단에서는 공공임대주택 기회제공과, 주택구입 대출지원인 반면, 45세 이상 집단에서는 공공임대주택 기회제공과 주택수리개조 비용지원 영역이 집중노력 영역으로 확인되었다. 결과를 바탕으로 이용자 중심의 주거 지원서비스 확충 및 지원을 위한 실천적 정책적 함의를 논하였다.
According to the CRPD, the ultimate goal of services for IPD(individuals with psychiatric disabilities) is the realization of social integration through the independent community living. For this, it is essential to establish systems of various housing support services to meet consumers’ needs depending on their developmental characteristics. In order to establish a sustainable housing support service, it is critical to grasp consumers' multidimensional needs for various housing support services. This study aims to identify the importance and performance of housing support services involving IPD in community rehabilitation facilities, and to analyze unmet needs for housing support services by age groups between early adulthood(younger than 45) and late adulthood(older than 45). Using IPA, a total of 12 specific items of housing support services were analyzed for the differences between importance and performance of each service, and further, priorities of services were compared between the age groups of early adulthood and late adulthood. Key findings are as follows. First, the overall importance of housing support service for IPD was higher than that of implementation, showing significant unmet needs among IPD. Second, the unmet needs of older adults were found to be much greater than those of younger adults, and the largest age difference in unmet needs were identified as housing supporting services related to public rental housing and housing renovation costs. Third, according to the results of IPA by age group, areas required intensive efforts for young adults were public rental housing and housing purchase loan support, while those for older adults were public rental housing and housing renovation costs. Based on the results, implications for expanding and supporting consumer-centered housing supporting services were discussed.
