An Exploratory Review of Korean Children’s Participation in Child Policy: Focused on the Resolutions in the Korea National Children’s Assembly from 2004 to 2021

초록
본 연구는 대한민국아동총회 참여현황과 아동이 제시한 의제를 분석하여 우리나라 아동의 아동정책에 대한참여수준과 관심 추이를 분석하였다. 이를 위해 유엔아동권리협약 클러스터에 따라 2004년부터 2021년까지 개최된18회 아동총회의 결의문 153건의 경향을 분석하였다. 분석결과, 2010년대 이후부터 결의문의 숫자가 많아지고 의제도다양해졌으며. 가장 많은 의제가 도출된 영역은 ‘교육, 여가 및 문화적 활동’ 영역이었다. 도출된 결의문을 바탕으로관련 아동정책 동향을 살펴본 결과, 결의문이 정책으로 반영된 사례는 매우 적은 편이었다. 대한민국아동총회를 통한아동 참여는 아동중심의 적극적 참여라기보다 소극적 참여에 가까운 양상을 보였다. 본 연구는 한국아동의 참여권 실현을위한 대한민국아동총회의 역할을 평가하고 이에 대한 구체적 방향을 제시하였다는 점에 의의가 있다.
This study examined the current status of participation of the Korea National Children’s Assembly and its resolutions to identify the level of participation and children’s interests in child policy. To this end, this study analyzed the tendency of 153 resolutions presented at the National Children’s Assembly from 2004 to 2021 based on clusters classified by the UNCRC. The results are as follows. First, the number of resolutions had increased since the 2010s. Second, the topic of resolutions had become various since then. Furthermore, the most frequently derived resolutions were in ‘Education, leisure, and cultural activities’. According to the results of examining related child policy tendencies based on the resolutions, there were very few cases in which the resolution was reflected as a policy. Child participation in the Korea National Children’s Assembly was closer to the level of passive participation than active child-centered participation. This study contributes to presenting future directions to promote the children’s right to participation by analyzing the role of the Korea National Children’s Assembly.
