장애아동 양육을 위한 최저주거기준의 의미에 대한 질적 연구 -장애아동 양육가정의 경험을 중심으로-

본 연구는 만 18세 미만의 장애아동을 양육하고 있는 가족이 인지한 최저주거기준의 의미를살펴보고 최저주거기준이 장애아동과 가족의 삶을 반영할 수 있는 방안을 제안하고자 수행되었다. 최저주거기준과 관련하여 적극적으로 의견을 표현할 수 있는 장애아동 가족 8명을 의도적 표집을 통해 모집하였으며, 인터뷰 결과는 주제분석을 활용하여 분석하였다. 분석결과, 2개의 개념, 4개의 범주, 10개의 주제가 도출되었다. 협소한 최저주거기준으로 인하여 장애아동과 가족은 주거 영역에서 배제당하고 있었고 이로 인해 장애아동의 가족은 공간에 맞춘 주거생활을 영위하고있었다. 최저주거기준이 반영되지 못한 불충분한 주거생활로 인해 장애아동은 의존적 존재가 되었으며, 가족은 이웃과의 부정적인 관계를 맺기도 하였다. 이에, 최저주거기준은 최소한의 기준만담보하는 것이 아닌 장애아동의 거주를 전제로 한 기준의 마련과 더불어 기본적인 기준을 담은적정주거기준으로 나아가야 한다. 구체적으로 최소주거면적 및 방 개수의 향상, 스마트홈 기준의개발, 필수설비 및 구조환경 기준의 상세한 수정방안, 장애아동 양육지원 주거기준 등을 제안하였다.
This study was conducted to examine the meaning of the minimum housing standard perceived by families caregiving children with disabilities under the age of 18 and to suggest a way for the minimum housing standard to include disabled children and their families. Eight families raising children with disabilities who could actively express their opinions regarding the minimum housing standards were recruited through intentional sampling, and the interview results were analyzed using thematic analysis. As a result of the analysis, 2 concepts, 4 categories, and 10 topics were derived. Due to the narrow minimum housing standards, children with disabilities and their families were excluded from the residential area, and as a result, the families of children with disabilities were leading a residential life tailored to the space. Due to insufficient housing life in which the minimum housing standards were not reflected, children with disabilities became dependent, and families formed negative relationships with their neighbors. Accordingly, the minimum housing standards should not only guarantee the minimum standards, but should be developed based on the premise of the residence of children with disabilities and proceed to the appropriate housing standards including basic standards.
Specifically, a detailed revision plan for the improvement of residential area, essential facilities and structural environment standards was proposed.
