Characteristics of Multi-dimensional Poverty among Young Adults in South Korea - Comparison of 2010 and 2019 -

본 연구는 한국복지패널조사자료를 활용하여 2010년 20∼30대 청년과 2019년 청년이 경험한 다차원적 빈곤 실태와 다차원적빈곤 요인의 변화를 분석하였다. 7개 영역 15개의 빈곤 지표를 선정하여 청년의 다차원적 빈곤율을 산출하였다. 분석결과, 청년의다차원적 빈곤율은 타 연령집단에 비해 낮았으나, 전체 연령 집단의 다차원적 빈곤 위험이 큰 폭으로 감소한 것과 대조적으로청년층의 다차원적 빈곤 감소는 미미했다. 20대 청년은 과거보다 최근 교육？역량 차원 빈곤율이 증가하였으며, 30대 청년은노동과 사회적 자본의 상대적 빈곤 위험이 높아진 것을 확인하였다. 청년의 특성별 다차원 빈곤 변화를 확인한 결과, 고등학교 졸업이하의 저학력, 여성, 실업 등과 같은 전통적 빈곤 위험집단 외에도 30대, 부모와 동거하는 청년의 빈곤 위험이 증가한 것을확인하였다. 본 연구는 전통적 빈곤 연구의 관점에서 소득 빈곤이라는 단일한 빈곤 지표를 적용할 때보다 다차원적 빈곤을 적용할때 이행기 청년의 결핍과 박탈 상태를 더욱 정확하게 파악할 수 있음을 보여준다. 또한, 본 연구는 이행기 청년의 사회적 위험이가중되고 있는 상황에서 청년층의 빈곤 위험을 실증자료를 이용해 분석하였다는 점에서 의미가 있다. 청년층의 다차원적 빈곤에대응하고, 청년의 삶의 질을 높이기 위한 정책을 마련할 필요가 있다.
This study investigated the multidimensional poverty among young adults and its determinant using the Korean Welfare Panel Study in 2010 and 2019. This paper presents a multi-dimensional poverty index consisting of 7 dimensions with 15 indicators. Poverty among youth was not greater than in the general population, however, the decrease in multidimensional poverty among youth was insignificant in contrast to the significant decrease in the risk of multidimensional poverty in the other age groups. Youth in their 20s were at a higher risk of poverty in terms of education, on the other hand, youth in their 30s had a higher deficit rate in terms of work and social capital. In particular, youth in their 30s and young people living with their parents were at a higher risk of poverty, in addition to the members of traditionally disadvantaged populations including under-educated, female, or jobless. This paper shows that using a multidimensional poverty measure provides a more complete picture of poverty among youth. It suggests that government needs to consider a holistic way of viewing the various deprivations among marginalized youth and respond actively to improve the lives of those currently living in poverty.
